Hi, every time that I load a new game all of the milestones are unlocked. All roads, buildings etc. I have that mod but it is not on, nor have I ever used it. Anyone have any ideas about this? Any other mods that may cause this?

I'll guess this is about CSL, so over there we go.
 
Do you have any mods from the Steam Workshop? Other mods can also unlock the milestones, perhaps you have one enabled that is doing this?
