All population get enslaved in the US with Legacy Slavery

Description​

Playing as USA with legacy slavery, I noticed all pops get enslaved. So you end up with dixie, yankee and cherokee slaves in the south.

I investigate this issue and it's seems to happen only after 1.8.4 update.
In 1.8.3, this issue wasn't happening.

I put two save prefixed 183 for patch 1.8.3 and 186 for patch 1.8.6 where you can see the two different behaviors.
Note that SOL of slaves is way higher on average in 1.8.6 which kinda breaks market in the south states.

Ps: Also you can check other country with legacy slavery, they also get the issue. For example, Cuba get Caribeno level 5 acceptance slaves.

Steps to reproduce​

Launch any game as USA
Speed 5
Open population tab filtered by slave
You will see dixie and yankee slaves population increase
