All tributary features is disabled(gone) after create your own ruler (non-nomadic gov.)

Description​

I play as byzantine empire in 867AD. After created my own ruler i found that all of my tributary states prominently Venice and other tributary in Blakan is no longer my tributary and most important of all i can not declare war on my neighbor to forcing them to become my tributary. I also switch to play Abbasid caliphate and find the same problem that cannot declare tributary war on neighbor(after created my Byzantine ruler) . However Abbasid tributary at the start of the game such as Tulunid egypt still a trubutary of the Abbasid but after creating my own ruler for Abbasid all of Abbasid tributary is gone. I find the same problem with feudal realm. Kingdom all over the map except nomadic ruler cannot declare tributary war. But the problem still occuer with nomadic ruler, if you create you own nomadic ruler all of your tributary state is now independent but you can still declare tributary war on them.
