How do one become a part of an alliance of city states, like the three daughters? There is a republic law, named Ally?

You need to be part of de jure of Empire of New Valyria or Volantis (volantis is more likely) they will ask you for help once they are losing.

That is not what OP is on about, there is a specific alliance type government for the three daughters. At the moment only the three daughters uses it although there are plans to have dynamic alliances in the future

I noticed that when I look at the Republic laws tab, it is not marked as the Ally government type?
