There seems to have been made a number of changes to the war and peace system, and combined they give a very broken situation.
The example case is Italy allied with Scandinavia with Italy being the more powerfull GP. Scandinavia for some reason declares war on Germany, and Italy follows.
In the new rules Italy becomes the leader of war despite Scandinavia started it. The war continues and Germany asks for peace offering all kinds of provinces, some to Scandinavia and some to Italy. Italy declines because they don't really want any undefendable provinces in northern Europe, and tries to make a new peace. However Italy is unable to ask for any provinces for Scandinavia. In other words they can only screw Scandinavia over, and the cause of the war never gets settled as Scandinavia can never get anything out of any war when allied with a greater power!
I see two solutions:
1. Return to a system with a leader of war, whoever dows.
2. Allow leader of alliance to ask for any provinces occupied. Provinces occupied by allies can only be given to allies.
3. Make a much more flexible peace system,
