Allow a way for the landmark pack to be accessible without the pre-order bonus.

Many people, myself included, only discovered the game after it released and so therefore, were unable to pick up the pre-order bonus pack. Presently, Cities Skylines 2 can be said to have a lack of assets. With no confirmation as to when we are receiving the asset editor, I believe providing the community with the landmark pack, preferably free, while we wait for the asset pack, would be a huge benefit for players and the community.

TL;DR Please give us the landmark pack because I really need the Notre Dame in my city!

Not likely they'd drop the preorder bonus for free for everyone to pick up since that'd defeat the purpose of it being locked behind the "preorder bonus" of the game, but I could see them asking for a few dollars for it (which is still sucky, but it still preserves the idea of getting it for "free" when preordering back in 2023).

if they went with that route they would have to release a new bundle for the pre order people later

Its not unheard of for publishers to have their pre-order bundles to be made a paid dlc later on, but it definitely is not happening this early on and with the current state of the game.
