When you set a diplomat to automatically improve relations with one of the country groups from Production Interface then this diplomat usually ends up being "Idle" most of the time after it has maxed relations with all of the target countries(allies, subjects, etc). It's only active at the beginning of the year when it has to undo the yearly relations decay and then "Idle" until the next year begins. But that "Idle" diplomat is still reserved for its assigned automatic role and you have to cancel that automated task if you want to use it for some non-continuous action like making a royal marriage or sending a peace deal and then assign it for its original task again. It would be more convenient if non-continuous diplomatic actions could also employ "Idle" diplomats if no "Free" diplomats are available.
