The Protestant League is about the very survival of the faith in the HRE, and it's a tad ridiculous that a major Protestant state with long-term rivalry of Austria would just stay out of it, because they didn't want the emperor to hate them for truce-breaking. The Catholic-Protestant war is meant to uproot half of Europe, and my ruler is going to stay out of it because he was in a war with the emperor 15 years before the war started?
If we can already break truces without penalties when called into certain wars, then we should definitely be allowed to join the Protestant League, even if that would result in a war with the Emperor while we have a truce. I can understand keeping the restriction for non-Protestants who are just meddling in the HRE for geopolitical purposes, but it just feels wrong that the most powerful Protestant and rival of Austria within the empire would sit out of the 30 Years' War for a diplomatic formality that is ignored even in minor coalition wars.
