The title says it all really. I would suggesting allowing provincial governers for smaller states, but switch to regional governers for larger states.
When the game was first released we had provincial governors for all states. And I think we can all be glad we got rid of that micromanagement hell. But I feel this hurts playthroughs with smaller states who occupy only a single region. They are missing an (imo important) internal management aspect. As a compromise between these two points I would suggest allowing provincial governors for local powers and perhaps regional powers, but switch to a system of regional governors when becoming a major or great power.
The only issue I see what happens when the switch happens. You'll get a lot of unemployed characters all of a sudden. I haven't found a way around that yet. Perhaps just accept this reality?
Another point might be the infliction point of when the changeover happens. The current division of state rank might need to change.
