Does anyone know the way to allow emperors to create new kingdoms?
It's rather ambarasing what they lack this ability at least because it prevent them from creating new kingdoms from conquired lands like Africa or Jerusalem.

P.S. I know it can be done using decisions but I want to do it in proper way.
 
Currently you cannot. We can only hope that Paradox gives us the ability to mod it in a patch.
Which is kind of sad. Because emperors and popes where the people that created Kingdoms IRL.
In vanilla the roman King (who was also King of Italy) will sit there and do nothing if Mathilda claims to be Queen of Italy.
IRL this would not have been possible because there allready was a king of Italy. Also this makes it too easy for ingame HRE-Members
to become a King (without Emperor approval !). If at all HRE vassals should be excluded from forming Kingdoms and not otherwise.
Even the King of Bohemia did not crown himself, it was a gift from the Emperor acknowledged by the pope afterwards.

Like to see it modable, too.

Yes, however they didn't create those royal titles for themselves, but they granted it to others. Why would they anyway, they were already emperors.

Excluding all HRE and ERE from creating kingdoms is IMO a bit too harsh. First of all there should be an exception for the ruler of Bohemia in the empire and secondly imperial vassals should be able to create each kingdom outside the HRE (including Burgundy and Italy). Getting the crown of the German kingdom, Italy and Burgundy (especially the first two) should always involve the emperor.
