Thanks for the reply. True the surface does not have a dedicated graphics card but it does have the newest processor which elevates the need for one. It plays civ v with no issue heck it even plays battlefield it really should play cim.

Just pure power does not compensate that a game or engine just does not supports a certain platform.
For example no matter how powerful your mobile phone processor (most likely an ARM) is, it will not be able to run applications written for a standard x86 or x64 Desktop processor.
Of course there is not such a hard line between dedicated or built-in graphics as there is one between different processor architectures. However, the interfaces of Intel / AMD / NVidia graphics just aren't the same.
And although modern processors may have powerful graphics, if a game or engine is not compatible to it you can not really do something about it as user.
