I just realized that in my game, armies take attrition the moment they move into a province, but never afterwards. No matter how many months go by, they are still at full strength and getting 0 reinforcements (because nobody is dying).

I even modded Scorched Earth to be 50 instead of 10 just to make sure

nope, you are taking attrition but you are too big to notice and not doing the sum up. I was wondering the first time as well and did check it.
sadly attrition does not show clearly but everymonth 10 per unit is gone from your manpower. you can check this yourself. better to do it when your units are on full power to disregard the impact of sending manpower to depleted units.
if you get 120 manpower per month, and have 10 units sieging (not in north, there attirition is worse), you will see only 20 manpower increase while your unit looks like what you have in your picture. what you loose is your increase. it is problematic when you have attrition more than your gain and it will get worse when you run out of manpower...
