Description​

As shown in the bottom left corner of the picture, when clicking on allies, the scrollbar will automatically pop up for each point. Adjusting the resolution and UI is useless
I haven't added any mod. 1920X1080
If there are too many of them like this, it will be very troublesome, and you won't do a one click adjustment of autonomy, one click preaching, and one click construction of a certain building

I'm not sure what you are talking about. Do you mean that the scrollbar automatically scrolls to the top if you select an ally? That's a normal behavior The only unusual thing which I see in your screenshot is the date at the top right corner which doesn't use the default date format which shows that eu4 is modified in some way. If your issue is not with the automatic scrolling to the top, you could try to undo that modification.
