Will it be possible to still have an empire without owning a single planet? Like you have all your people on ships running around looking for a new planet. Basically like Humans in Battlestar: Galactica or the Quarians in Mass Effect

Sounds reasonable, say your homeworld gets destroyed but you manage to get a final colony ship off. Your "empire" or "realm" might get deleted from the map but it would be cool if your ships could still remain, until they run out of supplies, giving you another chance to find another place to set up shop. Maybe you could also try to seek asylum from other empires temporarily. Accepting refugees could then lead to further diplomatic turmoil between the realms granting asylum and enemies of the asylum seekers.
 
Rome: Total War: Barbarian Invasion had the kind of system I was thinking of, when your last planet is taken you get some ships out in deep space: A few Elite Military ships and some weak military ships and a lot of civilian ships (Mining ships, construction ships, Colonising ships, etc.)
 
An opportunity to recreate The Culture? I support planetless empires.
 
I also like the idea of refugee or vagabond independent people travelling the stars after losing their homeworld. They could gather resources from asteroid belts and planets they visit either through peaceful trade or force.
 
I suppose they could make capital ships function like very limited planets when converted to civilian use.

To be honest I expect this to be implemented at some point, as this game will surely have new stuff added to it for several years (I'm hoping there will be plenty of expansions).

This is Paradox we are talking about! Of course there will be expanions!

If it sells well and is well received, that is, but hey, the hype on the forum is so strong, we could use the happy vibrations from the community as a viable energy source, so it should sell well.

First thing it reminded me of was the Raadchai from Ancillary Justice.
Strictly speaking they did not live exclusively on space stations, but their aristocracy considered space as their "natural habitat", not the planet surfaces "downwell".
