Annexation of Majors: Two Questions

Two quick questions from a USA newb 40 years into the GC:

First, could someone either tell me how to turn on annexation of majors, or link me to the thread that has it?

Second, does anyone know if changing this part of the code mid-game have any detremental effects? Will my game crash, or otherwise not work?

First question: look up, to the beginning of the FAQ forum. There is a stucky thread called how to annex majors.
Second: dunno exactly, probably depends on what you change
