In the VV manual, it is stated that :

Disloyal Governor Attempts Secession
Governors do not start civil wars per se; they secede from the country with the region
they govern. Usually, this results in a special type of state, named after its culture and
region (e.g. Greek Cilicia.) This secessionist state starts at war with the mother country,
and can be annexed in its entirety in the peace treaty, no matter how many provinces it
owns
.


Has anyone figured out the mechanism allowing this? It would be cool if we could exploit it in order to allow full annexation in other cases.
 
Actually I've found this to be wrong. I'm unable to annex the entire province even if I own all of it.
 
the "trick" is the special namegiving. all these possible region-countries are represented with tags starting with the letter "Q" and in localisation-files the names for these countries are configured as "Region_Culture" plus "Region_Name".

For gauls most time it doesn´t work ´cause there are a lot of provinces in only one region, so revolts in that regions under a tribal government occuring a "rebirth" of the further tribes.

and, as i´m afraid, both mechanics are hardcoded...

Hmm... that might explain my difficulties with annexing, since I've been playing mostly tribals lately.
