I don't remeber exact details in the game, but I conquered great part of Asia and parts of Europe.
Ok, because of the "one state" thingy, one can get other country's factories only by annexing that country. I was conquering the countries with the tactics of leaving BB to minimum. As in get everything in peace deals and leave the country as 1 province minor and wait for 5 years and annex. So I got their non-factory provinces first and hundreds of unemployed craftsmen just chilling around.
I had build every factory except few high-end factories and was expanding them when there was a chance. My factories were everything between level 5-12ish, so that was "alot" slots in one province. Then I was conquering those 1 province minors which had factories in them. Later I found out all my factories which were higher level than 6 were reduced to that level. So my biggest factory, which was lumber, was 12ish before and now only 6. Machine Parts, which was 7 was now 6. I don't remember if this happened to every higher than 6 factory and was it level 6 reduction to all. It might be that my fabric factory which was around same level as lumber was left untouched, however in the later annexations it was reduced in levels too. I made those annexations in "waves", as in conquered some countries and after 20 years some more. This reducing effect was always present when I annexed countries, except in the very beginning. I think that is because there wasn't many factories around and the game can't handle that kind of numbers.
However, later I noticed when the factories levels were reduced the POPs working inside were actually increased. Can't say if this was the case when the problems started. So in the end I could have level 6 steel factory with 80 POPs inside. In the state factory screen where you build factories and assign POPs to them it would say something like 80/30 when looking at steel factory. In later annexations I noticed that sometimes only this effect happened, meaning no reduction on factory level but not increase either - only increase of the POP's working in them. So in the end the only hinderance was I had to expand factories years before I could manually put POPs there.
I had auto-assign POPs to factories feature off. This was a first game with a "one state world" modification, so dont have experience from other games, but I think it has to do something with having large factories and annexing 15 factories on top to that at once.

In short: In result of modding, every province in the world belongs to one state. When I annex nation my factories devolve to smaller levels but POPs working in those increase.
