annexing majors in generic EU

Is it possible?

I've seen threads where they say it's possible. I found one thread that claimed that you can do it even if you're not playing IGC. You just change major=yes to major=no, but this didn't work. I, as Turkey, tried to annex Austria during a huge war against pretty much all of Europe to no avail. Although... they were HRE at the time.

If you know for a fact that it's possible, I'd like to know how!

It is horrendously difficult to change the save files mid-game so that you can annex a country which was initially non-annexable. It's not too hard to change the scenario files before you start a campaign so that the country you're going to play is the only major.
