I'm playing Spain in the GC and want to annex Milan. I have all the necessary requirements : 200+ rating and vassal for 10 years. For some reason the annex option is not displayed in the diplomatic menu.
There is another thread on annexations that suggests that to annex a country you need to have a common border. Is this so ?
