Can't seem to go on a quest for a Valyrian sword...but why? Also is it possible to retrieve one or both of the ancestral Targaryen swords?

I'm not sure about the trait requirement to start that quest (ambitious or proud, for what I recall), but I supose having Content would not make for a king interested in braving the sea and its dangers for the chance of maybe, perhaps, finding a valyrian sword.
As for the ancestral blades, if your dynasty is one that used to have one but who lost it not to someone else* but had it vanish from the face of Westeros (Royce, Lannister, Targaryen etc), then THAT is the blade you are after when you go on your adventure across the sea, not a random one.

* if the blade was taken by another dynasty, like Red Reyne, that is still present in the game, it will obviously not be found in a quest. That only works for blades that don't show when you look for them in that list you have in the screenshot.

Blackfyre is hidden in the posession of the Golden Company who will give it to a certain young man from Essos if he's succesful. But I do think you can find Dark Sister on the quest if you're Targaryen.

In this particular campaign I was that certain young man, except the tides turned at the battle of the Trident (well not exactly that battle, but you get it)
However I have never seen that happen in any of my campaigns, and that certain young man was successful in more than one...interesting I guess RNG just really hates me.

Weird, when I took the Iron Throne as young Griff the Golden Company disbanded and gave me the sword.
