Customize the "Hint Window" displayed with the Provinces details?

Hello,

not sure whether it has been already asked, but I'd like to know if there is a way to customize the "Hints Window" displayed next to the Province Details one? Specifically that black-text over the grey-colored background​

I can't hardly read it, and yes I wear my googles all the time
