Anyone knows a time limit patch that actually WORKS? I tested a lot but none of them actually worked! Plz help me!

It's probable that the version of Victoria and the No-Time-Limit patch that you use are not compatible. The current version of Victoria is 1.04 and Victoria:Revolutions is 2.01. You can get patches here. There are also a couple of No-Time-Limit patches there, but you probably already tried those.
There is also a problem if you have a version of the game that has been modified by a third-party publisher/distributor. The patches were made for specific exe files and won't work on any other version.
