The fact that so few people even took the time to read your post and all the more answer, should give you a hint...
In HOI 1 with a good host, a modem user could get by. With HOI 2, I don't think you'd have much luck and your choice to refrain from MP play via modem will save you a great many headaches.
I feel your pain though. I moved out outside the city and it took a couple years for cable internet to reach me.

Poor guy - it prob wont work - it doesnt even work with broadband..

Don't give up hope, 56k on battlescenario is just as good as broadband on GC. Depends if you see that as good or bad. Try it out with a friend or someone near by.
