Anyway to select mod playset before starting game?

The new update hosed my entire install, and I cannot trouble shoot anything because the game has placed a lock on the offending playset. The game keeps starting up with the playset with 45 mods. I need to to startup with a troubleshooting playset with Skyve. So far nothing is working. And also please don't tell me to click the little tab that says "start up with no mods" That is not a troubleshooting step nor will it help me get Skyve installed.

Is there a command line that forces the game to start with the Skyve playset? Also the Skyve mod itself is its own problem as it will not show the app installer unless the game totally 100% runs successfully. This is total nightmare

Yes. Just go to the Paradox mods website and sign into your account and you can manage mods and playlists there. It will sync with the game. Here is the link: https://mods.paradoxplaza.com/games/cities_skylines_2?orderBy=desc
