AoD 1.05 French fleets go double

This occurred playing the Spanish Civil War scenario as N. Spain. It was a wierd game because I invaded France same time Hitler attacked. When Vichy fired, I DOWed Vichy to continue my scenario which never ended as I purposefully did not annex defeated R. Spain.

Anyway, inspection of total French naval forces before attacking France reveals that the naval forces of Vichy France and of France is approximately double what France had possible to divide amongst the two countries once Vichy fired. Both France and Vichy France had a carrier. Clever building!

Yes, this is fixed in 106 with the new "switch_allegiance" command (which is now used for the Vichy events instead of random deletes and creates).
