"Appoint Republican Overseer" from Republican Legacy cultural tradition doesn't change theocracy to republic

Description​

If you have the cultural tradition Republican Legacy, you can appoint a vassal to be a Republican overseer. If you try to do this to a theocratic vassal, such a prince-archbishopric, it says they'll switch to a Republic government and gain the cities. While they gain the cities, they stay theocratic and soon grant the cities back out to vassals.

Expected behaviour would be either force a change to government, or to simply disallow this on theocratic vassals.

Steps to reproduce​

1, have theocratic vassal
2, reform, diverge, or hybridise your culture to have Republican Legacy
3, appoint the theocratic vassal as Republican overseer (if necessary, kill landed relatives or remove claims etc)
4, observe as their government stays theocratic, even though the tooltip says it'll change
