The Appropriation tradition gives -50% Resettlement Cost, but some civics etc. prohibit forced resettlement, meaning those empires get nothing from the tradition, right? Maybe it should get a swap that gives a bonus to Automatic Resettlement, since those type of empires seem to lean into that?
