Approval penalty for IGs in opposition due to Power Block's Police Coordination is considered to be an authority deficit when spent

Description​

The game doesnt consider the extra added authority from the Police Coordination Power Block mandate to be a surplus when calculating the opposition's approval rate. In other words if you use up all your authority and lets say you have 5/5 police institution, the game considers this to be a -250 authority deficit.

Steps to reproduce​

Have a Power Block with Police coordination
Have X amount police insititution
Use up all your authority.
The government opposition's approval rating plumets due to the game thinking that you are in authority deficit due to the used up X*50 authority where X is your police insititution's level.
