Yes, it does. I'd venture to suggest that most vassalisations in history occurred as a result of, or during, a war. Are you saying this could not possibly have happened in this case?

This would work better if becoming the vassal of another nation meant instant WP with them...

The problem is the damn thing fires without giving you a chance to decide yes or no. Might be historically accurate, but what if I was Ferdinand of Aragon and I decided that I didn't want to join up with Isabella of Castile and merge countries? The game doesn't give you the chance to decide that.
