I launched one and did not see any remarkable effect, which is a bummer considering it needed 40k Research Points, 115 Ressources and a 3 Billion Rocket to launch it.
 
it will have an effect when your atmosphere meter is high enough. put it simply the higher your atmosphere the more magnetic shields you need in order to negate the atmosphere loss to reach 100%. You can chose to simply produce more daily atmosphere instead to negate the loss if you prefer.
