It isn't really a fear, more it's not comfortable to go outside. It's not like on earth where you can just step outside, you need to get into an environment suit with restricted amounts of air and water, not to talk about how hygienic needs are handled in those. If you needed to spend eight hours everyday encased in one that also restricts your movements, you'd be quite miffed about it as well.

But yeah, there is a (normal, aka guaranteed) tech that removes that penalty.

Wouldn't martianborn humans be more accustomed to envirosuits not less? I mean, they've grown up having to wear them from childhood.
 
Better examples might be dangerous activities humans do on Earth, that even accustomed to it would be frightening. Like power poles and crossing busy streets. You'd get used to it most likely, but it'd still suck plenty.

And that is exactly what in my opinion the tech represents. Also, being used to or not, they don't use them inside the domes, which most of them never leave before they enter the work force if you haven't noticed (except for some shuttle rides when relocating to a new dome.) so I don't think martianborn will be that used to them from a young age.
