As the title implies, I am asking whether they are different. I can't seem to use my forum login for Cities: Skylines. Also, what is the login used for in-game?

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
They've merged the two accounts, it is a little confusing... you need to use the paradox account login for the game.
Yes, they are different at the moment from 16th they will be the same

The in-game Paradox login currently does very little; you get a special Paradox tile to use in your cities. I'm sure it's just a harbinger for more significant stuff.
