The map projection, and the map in general, in HoI3 is just awful, the worst thing about the game. It makes Europe look nice and makes the rest of the world look like puke - South America is squished, Asia is dodgy, Africa is bodged, and don't even look at the Caribbean. Are there any mods that completely remake HoI3 on a new properly fixed map? Would be a colossol undertaking but would definitely be worth it.
 
No and for the exact reason you realized yourself. There are mods that fix some elements of the map but none - to my knowledge - that overhaul/rework the entire map.

TheMathGuy is working on such a project but progress is slow. You can check out his thread in the Mod sub-forum.

Ive often thought of this issue myself, although it does sound like you are talking about province sizes and not the shape of the map itself, correct? Im sure the latter would be a much larger project, though singular individuals have pulled off this kind of work before.

Assuming you are talking about provinces, currently BlackICE seems to have the most developed and realistic interpretation of human infrastructure at the time with its abundance of buildings, although it lacks additional terrain types. Downfall does extensive edits to China and Southeast Asia, it might have the best simulation of the area out of any mod. As mentioned before, Triumph & Tragedy by TheMathGuy is a heavily WIP project featuring new terrain types and an attempt to fix the broken distances in the game. Each of these projects seems to accomplish something different when it comes to a realistic interpretation of the world 80 years ago.
