If you have a cultural or national mission that focuses on a particular region, the generic conquest mission is blocked for that region. In the case of Argos, the Pan-Hellenic Government mission blocks them from getting the generic conquest mission for Greece. Argos also doesn't get the generic infrastructure mission because it's too small.

Really? I could have sworn I had *Matter of Greece* and *Pan-Hellenic Government* during my last Sparta run (don’t yet have Magna Graecia).

Any tips on how I quickly conquer Epidauros, Hermione and Troezen then? Because normally I’d get claims on the entire Peloponnese and Crete as Sparta, and I want to do follow a similar course of action as Argos: form Argolis, conquer Crete and integrate Cretan, then invade Sparta because there are no Mercs near my and my economy is trash early on

It's not implemented completely consistently, that's probably a bug/oversight (since that scenario will only happen if you don't have the Magna Graecia DLC).

Just fabricate claims, I guess?
