When dealing with a large group of hostile prisoners, armed guards should be allowed to fire their shotgun in the air to cause some to surrender.
Currently, if free fire is off, armed guards won't use their shotgun at all (Unless they're about to die in which case they would immediately execute the prisoner)
or if the free fire is on, they outright murder the prisoners.
Would be much more convenient if armed guards would just threaten the prisoners with a gunshot to make most of them surrender as if they had actually shot someone.
