Armed guards refuse to shoot or tazer through barred walls even when the misbehaving prisoner is standing right next to the wall to the guard. Instead, they run to the nearest exit/door and attempts to get closet to the prisoner. Locking them in by way of wall or force closed door makes them continue their patrol / guarding as if there aren't prisoners fighting and breaking CCTV right next to them.

To note, they do shoot through the barred walls sometimes, but this is the odd ball out. Even when they do that, they'll run off right afterwards and into the brawl with their shotgun/tazer/fists.

Free fire is on. Inside, or inside with fences (bulldozer a line and build a fence instead of the wall) didn't help the matter.
