So, starting as the Paulician patriarch in 867, I've carved out a nice little realm in Caucasia and some surrounding areas. But I noticed something was off: I couldn't form the Armenian Empire. I had checked earlier and knew it was in the code. I also met all of the requirements (multiple king titles, ruled primary title for at least five years, 150+ realm holdings, Armenian culture, at peace). But, no, nothing.

Then I checked the list of titles to see if I had missed something and discovered that the title does not appear at all in the game, despite being in the code. I didn't see anything wrong with the format, as it looked to be organised the same way as empires that are in-game.

Any ideas on how to fix this?
 
Yeah, I actually just noticed this too. I decided to check and see if I could fix it by using the give_title e_armenia command on myself and...nothing happened. The game console registered that I have received the title, but it never appeared and nothing changed. I tried doing the same by giving the title to other neighboring rulers and it just didn't appear.
 
I haven't double checked the code but I'm pretty sure e_armenia is one of the titles that's locked if you have Charlemagne. You're meant to use the "create new empire" decision instead.

Hmm. Makes sense, I guess. Any idea which files the info on locked titles would be under? It's not under landed_titles/CK2Plus_titles.txt, which would have been my first guess on its location.
 
Weird, I'm playing with an older version of CK2+ and e_armenia is there in the files. Don't really understand why it would be removed in newer versions.

I'm not 100% certain, but the empires that don't show up when you have Charlemagne DLC are the ones that have a kingdom with the same name and flag (Armenia, Egypt, Sicily, etc.) since, with the DLC, you can just use the 'form an empire' decision and it's functionally the same; you get an empire with the same name and flag as the kingdom bellow it. I'm not sure of the way around this, other than just turning Charlemagne off.

No, I don't think it's quite that. After all, I checked and the Empire of Georgia can be created in-game.

Although I suppose its coat of arms is different, isn't it?

Except most of those empires (Armenia etc.) have different flags than the kingdoms of the same name.

No, they don't. The flags for e_armenia and k_armenia are almost exactly the same, and that would also be true for any other title which is closed off.
