The maximum quantity of supplies and oil held with the division. After these reserves are used up the unit will experience the regular penalties for lack of supply and oil.
1/ Assuming modifying those values back to 0, should that make Armor divisions take the same combat penalties on organization & strength as in (HOI2.Arm) ?

Out of supply penalty is DIRECT function related to the avaible supplies, E.G. if you have max supplies of 30 and they have 20 left, it's -10% penalty. If they have 15 left, it's -15% and if it's 0 it's the full -30%. If you have total 130 supply stockpile and have 65 left, it would mean -15% penalty. Max penalty is -30% by default settings.
Putting the values to 0 would mean ARM are always fighting with -30% penalty and due lack of oil they would suffer notable attrition 24h\7 and their speed would be nonexistant.
1/ then, why such values are not applied for other land divisions [soft & hard alike], the Armor is silly overpowered & unexaustable rape machine in AoD, that needs considerable tweaking
I am not a developer so I cannot answer why only ARM have the modifier.
As for rapemachine, part of the issue is related to the fact that division is seen just as a production issue. There is no training or such really taken into account in land units considering how ridicuously short buildtimes you can get with gearing bonus among other things. By the time you're raising six armoured divisions every three months (even before that) you'll realize something is bit odd. Realistically speaking armor itself is fine to some degree, ignoring the lack of real mainentance and upkeep they require, but combination of AoD's superfast army building it's quite easy to notice similiar powergaming related things as in HoI2.
