We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
It might be that you entered the province at 0:00 hours, while the enemy is moving into the same province. This also happens when e.g. rebels spawn due to an event: if your game stops at the event´s notice, then you can attack the rebels without changing the ownership of the province.
But your army is engaged in combat. Once your army is not engaged in combat one hour needs to pass to change control over the province.
