Arrange Marriage Unavailable on Player Until a Future Date

Description​

If you arrange a marriage using the interaction on yourself or one of your courtiers, you cannot arrange any more marriage using that interaction in your court until 1 year has passed.

I have attached a game where I have already set up a betrothal using the arrange marriage interaction on myself. If you break the betrothal, the arrange marriage interaction on yourself still is block (though find spouse still works). I could not find the cause of this in script so I assume it is in the code to prevent the AI from spamming the player.

Steps to reproduce​

Click on the player character or one of their courtiers to arrange a marriage. Then arrange either a marriage or a betrothal. Then attempt to do it again with the same or different character in your court and see that it is block with the warning attached below.
