As Nomad the offer to join war for tributary Tribal or Feudal tributaries is grayed out and falsely says ruler not in defensive war

Description​

After 1.16.2 update the option to join tributary defensive wars is gray and says rule is not in defensive war despite their being in same. This includes wars underway before the update and new wars that started after the update, and after a save to get game version into compliance. This is only on Feudal and Tribal tributaries. Prior to the update it worked for these same characters. I have no situation to join a nomad tributary defensive war, but if they are in a war the offer to join is available and it shows a list of wars and correctly identifies wars no elible to join, as expected.

Steps to reproduce​

Be a nomad with tributaries of tribal or feudal type. After they are attacked and in a defensive war go to diplomacy and try select 'offer to join war.' The selection is grayed out.
