I'm playing as fascist Hungary but not in any faction, at around 1942 a decision pops up "Danish Inquiry for Hosting Troops" if you decline this request from Denmark it will reappear every week or so of game time, constantly spamming you and never ending.
Steps to Reproduce
Play as fascist Hungary but not in any faction, at around 1942 a decision pops up "Danish Inquiry for Hosting Troops" if you decline this request from Denmark and play on for a bit you will see it.
