I "ascended" a planet which, setting aside the fact the function doesn't make much sense to begin with, did not change any stats related to output and from what I've seen has never done anything to effect my gameplay at all when doing it to my Empire Capital. I brought a planet from regular to Tier 4 (from +25% up to +50% Miner output) and the actual number did not increase at all (Stayed around 600)
