Asha monarchy reform becomes invalid after being chosen by a custom nation

Description​

While it can be selected by a custom nation it will automatically be removed forcing the player to chose from the basic three options. where as the theocratic version has no problem being active

Steps to reproduce​

Use the custom nation designer to create a nation with the Asha monarchy reform then start the game it will immediately disappear even before the first day has past.
