Assaults Reduce Fortress's Levels?

In the American Manual on page #56, it states: 'If the assault is successful, the fortress's level is lowered one step (e.g. from medium to small), although never so low that the province is left without a fortress.'

I don't recall this ever happening in a game that I have played. Has anyone ever seen this?

It happens sometimes. Far from all the time though.

You may not notice the level reduction until you right click on the provence and see if you can 'rebuild' the fort. My loss of levels seems pretty consistant.

It seems to happen sometimes, but not that frequently.
