Why it isn't only one prov kingdom, considering that everything is wasteland around it according to World?

Because they wanted to get out a compatibility patch, and not all of the WoIF stuff has been added yet.
 
Tbh, there's something to be said about those provinces remaining controlled by Asshai, considering that they have de facto control over them (there's just not alot to control) and they extract alot (all?) of their wealth from those very desolate places. Keeping them under Asshai, occupied by shadowbinders (since they're the only ones who go there) and with province modifiers reducing levies to nothing but giving a boost to income would be more appropriate, IMO.

Rather than province modifiers, I think a building would work best.

Indeed, with possibly some negative events for non-shadowbinders who hold land in Asshai. Not crippling (not even to the extent of holding a cursed Harrenhall), but sufficiently negative that you probably want to pass it off. Things like family-members dying mysterious, Lovecraftian deaths, lunacy, etc. As a counter-balance to what should be significant wealth (with jewels and what not all over).
