When you get the Czar of all Slavs event as Russia, you then get events asking you to release as sattellites all the Balkan states. If you refuse, you get +3 MIL for those nationals. What I can't quite figure out is if these events are one-time only or if they will keep happening to me continuously, upping MIL more and more until I cave in and grant independence to those countries?

It's funny then how those events give you negative relations with most superpowers, when you already likely have -200 with all of them from previous Czar of all Slavs chain events.
