Preface: discussing with Herodotus in the Imperator Invictus Mod Discord, the term asymmetrical warfare came as something to consider for mid to late game crisis.

Observation: after the initial expansion for small nations or a consolidation period for the big nations, once the player reaches great power rank, there are few challenges and military warfare is not exciting.

Suggestion:

Create a series of events that describe sabotages (buildings, taxes, manpower, assassinations, etc..) that are perpetrated by an organization that is fighting against the Great Power from within.

Rebels do not risk open war but remain hidden and can only be beaten if the player can discover who is the leader of the rebels. This leader is a character of the player's nation that will keep a double life. Every action of the organization will be bolder and at some steps, information about the motives and hints about its leader will be discovered by the player.

The player can try to assassinate or imprison the character that thinks is the leader of the rebellion. However, the player will only stop the rebels and know the truth after the character is imprisoned or killed. It will be the player risk to start imprisoning valid characters of the nation in the search of the leaders of the rebellion or wait to be sure before taking action. However, the rebellion will escalate its actions as time passes without their leaders being caught, causing mayhem within the player nation.
