Summary​

At first I've "only" had the problem that the game told me that some mods are not compatible with this game version, even tho I disabled all mods. Then I started it with --noWorkshop and the error was gone. But now I also cant play the game because I can not select an map to play on. Not one of the DLC's I own and not even the vanilla ones. I have a screen recording for you here:

Some mods run part of their code even when they're disabled. It's important to note that the mod compatibility warning cannot tell you if a mod is broken, only that the mod was not created with the current version of the game. Some mods need to be updated, some do not. It depends on the mod and particularly if the game code it references was changed.

I highly recommend you check out this thread as it goes into more details about how to handle a new patch when you play modded and how to determine which mods are broken and which ones are fine.
 
At the start of the video you have all maps disabled, which means you will have no maps when trying to start a new game. Enable all your maps again and you should be able to start a new city.
