Graf von Bismarck, a German player posted this method on the German board. It was already confirmed to work by other players.

1.) Load savegame in wordpad.
2.) At the beginning You´ll find entries for all selectable countries. Delete every entry except the one for Your own country.
3.) Using the search function, find the entries, where all the info for the various countries are listed. Those entries always begin with

country = {
tag = [TAG]

You´ll have to find the entries for the countries You want to be annexable now.
4.) In every such entry change the line 'major = yes' to 'major = no'
5.) Now, at the end of the file You´ll find entries beginning with 'eyr= {' for all the selectable countries. Delete those blocks for all countries save Your own.
6.) Lastly, at the end of the file You´ll also see the entries 'landtech', 'navaltech', 'army', 'navy' and 'size'. You´ll have to delete the entries for the soon to be annexable countries there.
7.) Save
8.) Start a game and load the edited savegame. The countries in question should be annexable now. :cool:

I've stated weeks ago that they way to do it was to make two identical games with the same scenario, with the only difference that one of the games have all but one country deleted from the scenario.

This way you get 2 almost identical savefiles, except for the differences between which countries are annexable.

Sadly sofar, no one seems to have been interested enough in spendig an hour or two and actually do it.

Luckyly for all us Lamers, Hartmann, on his white stallion, comes to the resque =)


BTW Hartmann, did you check for differeences in eug.cfg too ?

I'm just interested, since I've seen one value get changed in there sometimes, on line 260h (IIRC).
 
Why do you need to delete all those entries for the major powers? Wouldn't just changing the MAJOR flag be enough? Does removing the other data have any adverse effect on the status of the countries in question at the point that the game was saved. I removed the MAJOR designation for my country, as well, and the gold shield disappeared. I like the idea that I could be annexed as it's a bit more realistic and means I have to work even harder to protect my nation. I just wonder if I could truly be annexed in the game and what would happen if I were.

Delete for all countrie, or I must leave these entry for my country?

No, just changing major to 'no' doesn´t work. This is a known problem. AFAIK You Yourself can´t be annexed ...

Again, thanks Hartmann. I had gotten part of the way there, deleting all the major=yes flags, tried changing the ones at the top, and saw the ones at the bottom had changed when I reloaded, but didn't quite get it all straight. :)

Another question - and this is NOT the place, I know, but I don't know if I want to make a whole thread for it. In a game I'm playing as England, I took Picardie from France. It is next to Ile de France, but the growth rate is only 7% - it does not receive the 2% bonus for being next to a COT. I will look at the Provinces.csv file to see if that is a problem. It would not make sense to have it related to the Nationalism revolt risk, so I don't think that is causing it.

.... Well I see a probability of becoming a COT in the Provinces.csv file, but I don't see anything affecting growth rate. How could this be fixed? And is it just my game?

Could I appeal to you for help?
I edited the files as you suggested, and now the game locks-up during the load.
I have tried 4 times and best I got was an error message which said '(Illegal top level object)'dynamism = 0 = 49,480 file = scenarios...' which I believe was relating to the last Rebel line text.
I would be extremely grateful for any help!!!
After further investigation I think that the problem lies with Portugal- as I couldn't annex her earlier in the game I simply transferred control of her provinces to me, but this left 7 unknown trading posts (at the time) in her control.
I now find that whatever edit I try to do (such as giving her a city, but in my control), during the load I just get kicked back to the DT, which is rather annoying as she is a leader of an alliance and consistantly declaring war upon me, (playing as Spain), god, do I wish for an 'Annex majors' button at the campaign start screen!!!

What I have is a save before any editing,
would this help?- If not I could always just replicate the same file by following the instructions.
It clearly is Portugal that is causing the problem (IMHO), as I worked out that I had rebel cheat on because of the Portugal problem; as they were totally unbalancing the game!
The Rebels were still at 0, but the only save is after annexing Holland, who had managed to produce a Capital in Terra da Fuego- or something like that (the southern tip of modern Argentina; the islands east of)- again I suspect through me editing control of provinces as I couldn't annex them either, and annexed them through the text file instead!!!- At this time, I didn't realise TPs also had to be under your control!
Can I send you my save?
Any help will be hugely apprecriated!
